A. Status
Kick-start the Positive List System (PLS*) from 2019 to reduce misuse or abuse of pesticides and to prevent importing of agricultural goods that exceeded the safety standards * Positive List System: A system with strengthened residual pesticide standards in agricultural goods. If there is a standard, the relevant residual standard shall be applied, otherwise, residual standard of 0.01ppm shall be uniformly applied.
Although supplementary measures have been in place (August 2018) by expanding permissible pesticides, increased produce of nonconforming agricultural goods is concerned due to low awareness mainly in small farms and senior farmers
Despite quantitative growth such as leveling up of livestock industry and increased income levels of farms, to ensure sustainable growth, problems in diseases, foul odors and safety need to be urgently resolved
Need for unstinting effort to prevent animal diseases such as AI and foot and mouth disease, and fundamental improvement in breeding environment by minimizing negative external effects in livestock industry
B. Implementation Plan

[Safety Management of Agricultural and Livestock Goods]
Reinforce safety control by providing guidance to aid early settlement of PLS and minimize damage to farms
Provide customized consulting for safe use of pesticides, etc. to minority groups such as senior farmers, and provide preliminary safety examination to volunteering farms
Disseminate information about registered pesticides via pesticide sellers and obligate to keep pesticide sales record (9 pesticides → all pesticides)
Strictly control harmful substances such as heavy metals and promptly cut off distribution of nonconforming agricultural goods
Reinforce intensive examination to commonly nonconforming items (expand examination proportion, 4.4%→8), and random safety examination in the distribution channels where local agricultural produce is centralized - For agricultural goods suspected to be nonconforming, improve policy by deleting the prior notification obligation so that sample can be promptly collected and examined
Restrict cultivation of edible crops in areas suspected of heavy metal pollution such as suspended or abandoned mines, and assist soil purification and conversion of nonedible crops after land use transition or noncropping
Secure manpower or organization in charge of the safety management in the production step in the MAFRA, and decrease the safety inspection cycle (7 days → 3 days) to prevent distribution of concerned agricultural goods
Assist hygienic production and distribution of livestock goods by means of HACCP and traceability system, etc.
Expand the indication subjects so that consumers can easily distinguish livestock goods shipped from HACCP certified farms (2019, indication only for slaughter houses and processing plants → expand to farms)
Assist hygienic distribution of livestock goods by obligating distribution of domestic eggs from Grading & Packing Centers (GP), and introducing traceability system for poultry and poultry by products (chicken, duck and eggs) (December 2019)
[Improvement in Livestock Breeding Environment and Strict Animal Disease Prevention]
(Breeding Standard) Reinforce breeding standard to prevent diseases, odors and safety issues
Establish facility standards through factual survey on breeding environment of duck farms to prevent damage from diseases or heat wave
Obligate separation of facilities in farms that simultaneously operate breeding chicken and incubation business in order to prevent spread of diseases
Supplement basic rules in order to increase hygiene standards in the breeding step * (Enforced in September 2018) Compliance to hygiene management in breeding facilities, wearing dedicated work clothes and shoes in breeding facilities, and compliance to animal chemicals and pesticide standards → (Supplementary Draft) Use of animal chemicals according to administration direction, compliance to fasting recommendation prior to shipment, etc.
To prevent spraying of non-decomposed liquefied manure in farmland, expand liquefied manure decomposition standards (March 2019, Ministry of Environment), distribute decomposition gauge and reinforce guidance and inspection on farms
(Inspection & Support) Review inspection system and strengthen supports to ensure that standards are met
Conduct integrated notification so that farms can easily check matters to be observed, and link related database to provide an integrated system for constantly inspecting and managing farms
Give livestock related agency the authority to inspect to frequently inspect on compliance and reinforce sanctions by increasing penalties and introducing fines
To deal with livestock excretion problems and to improve soil quality, promote circulation of cultivation and livestock breeding by improving manure quality, strengthening supports to farms and discovering and disseminating success models
(Disease Control) Review the preparation system in advance and cut out dispersion elements immediately after the occurrence of diseases
(AI) Early detection by expanding monitoring of habitats for migratory birds (88 sites → 96) and inspecting slaughter houses throughout year - In case of occurrence, take prompt early measures by preventively stamping out within 3km and dispatching special disease control team
(Foot and Mouth Disease) Reinforce vaccination with occurrence in Korea and expand stockpiling of vaccines for unvaccinated types or Asia1 type with potential of inflow (September 2019)
(African Swine Fever) Reinforce quarantine control of belongings of passengers of flights from countries hit by the disease by additionally dispatching detection dogs and strictly control farms that feed food wastes and wild boars
