The Ministry of Agriculture, Food and Rural Affairs (Minister Chung Hwang-keun, MAFRA) announced the Chief Executive Officer CEO Kang Sang-min of “Hallasanaraecheotmaeul Farming Association Corporation” (Hallasanaraecheotmaeul) in Seogwipo, Jeju as the Winner of Rural Convergence Industry Farmer of the Month (September). 

CEO Kang Sang-min of Hallasanaraecheotmaeul produced pesticide-free buckwheat and started a restaurant and cafe in cooperation with residents in a small village of 21 households at an altitude of 500 meters above sea level, where rice farming is not easy. His contribution to revitalizing the local economy was highly appreciated by the evaluation group.

Hallasanaraecheotmaeul is a management body of the rural convergence industry. First, it produces and supplies about 100 tons (about KRW 500 million) of buckwheat yearly through self-production and contract cultivation with 15 local farms. Second, it processes buckwheat rice and buckwheat flour. Based on the products, the business operates a restaurant and cafe with the theme of buckwheat.

Hallasanaraecheotmaeul is located in Gwangpyeong-ri, Andeok-myeon, Seogwipo-si where village residents engaged in livestock farming due to unfavorable land conditions to grow crops. In 2013, however, they began to cultivate buckwheat which is resilient to the harsh environmental conditions, generating a steady income.

The local farmers, led by CEO Kang, worked together to get a loan on their privately-owned lands as collateral and build a buckwheat processing plant in 2016. They standardized a technology to process buckwheat which is sensitive to humidity and temperature and obtained a patent and certifications*.

The business not just sells the processed buckwheat but operates a restaurant and cafe with the theme of buckwheat, creating synergy by combining buckwheat with Jeju’s natural resources for tourism. They are popular tourist destinations with a long waiting line even during weekdays. Moreover, various experience programs are held every year, such as Buckwheat Flower Festival, Buckwheat Flower Walking Tour, and Buckwheat Pillow Making.

CEO Kang said, “The local economy began to turn around as Jeju Buckwheat Festival, suspended due to COVID-19, was reopened from this spring and a new direct store opened at the Jeju Folk Village” adding that “We aspire to promote the excellence of Jeju bucksheat by building establishments for various experiences, and create a small but prosperous rural community for all residents.”

Director Choi Jeong-mi of the Rural Industry Division of MAFRA said, "Hallasanaraecheotmaeul is an exemplary management body of the rural convergence industry which worked together to overcome potential extinction of the small village and create a good brand image” stressing that “Moving forward, MAFRA plans to continuously explore good management bodies that grow together with the rural areas and contribute to the stimulation of local economies.”
