The Ministry of Agriculture, Food and Rural Affairs (Minister Chung Hwang-keun, MAFRA) visited the site of the public seasonal worker pilot program in Buyeo-gun, Chungcheongnam-do with the Ministry of Justice to monitor the implementation situation and discuss how to improve regulations and provide support for stable operation of the program.

The public seasonal worker program is a pilot project adopted for the first time this year to provide workforce in rural areas. A total of five local communities (First half of this year: Muju-gun in Jeollabok-do, Imsil-gun in Jeollabuk-do, Buyeo-gun in Chungcheongnam-do, Second half of this year: Asan-si in Chungcheongnam-do, Jinan-gun in Jeollabuk-do) were selected and are running the program.

Before, only farms were allowed to directly hire foreign workers for three months (C-4) or five months (E-8). As a result, farms which needed a short-term workforce for less than one month found it difficult to employ seasonal workers they were looking for.

In order to address such issue, the government introduced the public seasonal worker pilot program where local "NongHyup” (National Agricultural Cooperative Federation) branches selected by local governments hire seasonal workers and introduce them to farms which need workers for less than one month, 

Buyeo-gun concluded the memorandum of understanding with Cordova city in Philippines, introducing 45 (13 male and 32 female workers) seasonal workers. Sedo NongHyup branch of Buyeo-gun is implementing the public seasonal worker pilot program. There, Buyeo-gun's public youth hostel is used as a common residence for those workers.

After the operation in the first half of this year, the participants showed positive reactions towards this program.
Farms could secure workforce in a stable manner thanks to Nonghyup branches, and seasonal workers could receive interpretation and health insurance services while staying at the common residence provided by the local governments, leading to high satisfaction of both farms and workers.

At the site, the benefits of the public seasonal worker program, loss of cost caused by idle labor force in agriculture, and difficulties in managing the common residence of seasonal workers were reported.

Minister Chung Hwang-keun said, "As the public seasonal worker program will be implemented (nine areas) with its budget reflected in the main budget starting next year, we will improve the guidelines for this program to minimize the burden of operators by better assessing the appropriate program size and enhancing ways to support the budget, building on the results of this pilot project."

Also, "We will thoroughly prepare for the stable operation of the program next year from an early stage by selecting local governments subject to this project by this November, devising detailed operation guidelines, and holding seminars," the Minister added. 

Director General Kim Jeong-do of the Immigration Policy Bureau of the Ministry of Justice said, "We will establish the legal order through crackdown on illegal labor brokers and those who leave the program without permission in order to address difficulties faced by farms due to the absentees without permission in the process of running the seasonal worker program. We will closely cooperate with the Ministry of Agriculture, Food and Rural Affairs and local governments to make the public seasonal workforce program a really effective project to relieve labor shortage issue for farmers on the ground."
