ESTABLISHMENT OF BASIS FOR FOOD SECURITY & STABLE SUPPLY/DEMAND SYSTEM
1. Related Current Situation
(Food Supply) To foster joint management groups for field and food crops and promote policy to expand a self-supply basis for major crops by purchasing and stockpiling food crops. * A total of 147 joint management groups for field and food crops are in operation in 67 cities and counties . (As of December 2020)
The self-sufficiency rate of major crops such as wheat and beans except for rice is still very low. * Food Self-sufficiency Rate (’19): 92.1% for rice , 0.7% for wheat, 26.7% for beans, 47.7% for barley and 3.5% for corn. ⇨ Necessary to promote a detailed action plan in order to establish a stable food supply basis through the social safety network in the post COVID-19 era
(Supply Stability) To establish a basis for voluntary demand and supply control of the open land vegetables with a huge possibility of supply instability, by improving the monitoring method and expanding a group receiving mandatory self-help fund
(Improvement in Monitoring Method) Converted the agricultural monitoring of qualitative method to an actual survey which uses GPS and electronic scale. (Jan. 2020) - Through the actual survey, the monitoring information was provided faster than the previous year’s* and the supply measures were implemented preemptively . (Countermeasure to supply garlics: End of April 2019 to early March 2020 ) * The cultivation area of garlics was announced : March 2019 to January 2019 (The results of actual survey of harvest were provided more than twice a month )
(Mandatory Self-Help Fund) As for land vegetables, a group of mandatory self-help fund for garlics and onions was established for the first time (July 2020), and the entire farms have become its members. (Nov. 2020) ⇨ The systemization and strengthened function were requested for the group of mandatory self-help fund to carry out a role of controlling the supply and demand in a voluntary manner.
2. Promotion Plan
◇ (Goal) Expand a basis for food security and settle the system for voluntary demand and supply control to minimize the insecure factors of food varieties and farmhouses' economy
① Reinforce the basis of food security by securing excellent farmlands and expanding self-basis for major crops and enhance the competency of counteraction to food crisis.
② Reinforce the system of stable voluntary demand and supply around producers by providing accurate observation information, activating the function of demand and supply control by self-help fund, and improving distribution system
(Food Security Basis) Procure farmlands to secure stable food varieties and promote the expansion of self supply of major crops
(Farmland Management) Complete the maintenance of a farmland ledger (~December), and change the authority of administrative office from owner's address to a farmland location to establish an efficient management system (‘21~’22) - Strengthen the preservation and utilization of excellent farmlands such as the mandatory report of farmland ledger at lease, the imposition of mandatory disposal when using inherited farmland with other than agricultural purpose, and the reinforced evaluation on a large-scale exclusive farmland
(Self Supply of Wheat and Beans) Establish the infrastructures of domestic production, distribution and consumption of wheat and beans - Expand* exclusive production area and storage and process facility, support mainly the production area through the support of high purity certificated species, a contract cultivation, and the purchase by the government. * Exclusive production areas for wheat (‘20: 27 sites, 2,348ha → ’21: 32, 5,000), storages (2 new facilities) Cultivation areas for soybean (‘20: 44 sites → ’21: 100), General process complex for beans (‘20: 10 sites → ’21: 14) - Along with the discovery of buyers of large quantity of domestic wheat such as food services (January to September), confirm the purchase, use and inventory of beans reserved by the government, and reinforce* the management of illegal distribution to create a condition of consumption of domestic beans * Establish a demand and supply management system for beans reserved by the government (‘21~’23)
(Counteraction to Risk) Expand the reserved quantity* of domestic wheat and beans by stage in preparation for emergency, and operate a permanent monitoring and risk warning system for the international trend of crops. * Goal of reserved quantity of wheat/bean: (’21) 10 thousand tons/ 25 thousand tons → (‘23) 20 / 25 → (’25) 30 / 30
Participate in international conferences for the stability of food security and food varieties such as 'Food System Summit*’ (September) by the UN and strengthen the cooperation * Discuss food securities such as food accessibility, sustainable consumption, eco-friendly production, balanced distribution, and risk counteraction
(Stable Demand & Supply System) Settle a voluntary demand and supply control system around producers based on the accurate observation information
(Advanced Observation) Improve the accuracy of actual survey and predicted information to support the demand and supply control - Through the activation of farmhouse information and expansion of samples, improved the consistency of observed samples and promoted the utilization of a drone to verify the result of actual survey (January) - Develop a predicted model for demand and supply prices through the verification of diverse models such as the disclosure of observed data and the regularization of competitions for predicted model (’22) * Level of interest since the disclosure of data (‘20.7~’21.1.11): 211 thousand people to access, 55 thousand cases of data download
(Reinforcement of Self-Help Fund) Systemize the function of preemptive demand and supply control such as a voluntary conclusion of agreement around groups of mandatory self-help fund for garlic and onion, etc - According to the land area of cultivation report (Mandatory, February), contribute to the self-help fund, and promote a prior counteraction such as the control over cultivation areas at the prediction of unstable demand and supply - Convert the function of self-help fund from the acceleration of promotion and consumption to the control over voluntary demand and supply of production and distribution (March)
(Improvement of Distribution System) To reorganize the role and function of wholesale markets in response to the change in distribution environment, prepare 「Measure to Improve Distribution Structure of Wholesale Markets」 (June)
