ESTABLISHMENT OF BASIS FOR FOOD SECURITY & SETTLEMENT OF AUTONOMOUS SYSTEM FOR STABLE SUPPLY AND DEMAND
1. Related Current Situation
(Food Supply) Foster a joint management group for food and crops from fields, promote policies to expand a self-sufficiency basis for staple crops by purchasing and storing food crops. * 147 joint management groups for food and crops from fields have been in operation in 67 cities and guns. (As of December 2020)
The self-sufficiency rate of staple crops such as wheat and soybeans, excluding rice, is still in a low level. * Food Self-Sufficiency Rate (2019): Rice 92.1%, Wheat 0.7%, soybeans 26.7%, Barley 47.7%, Corn 3.5% ⇨ Detailed and practical plans should be promoted in order to establish a stable food supply basis as a social safety network in the post COVID-19 era
(Supply Stability) Establish a basis for autonomous system for supply and demand management by improving observation methods, especially that of the open land vegetables, whose supply and demand are highly likely to be unstable, and expanding the number of group mandatory self-help fund groups.
(Improvement in Observation Methods) Transform the agricultural observation method from qualitative into a more practical method which uses GPS and electronic scale. (2020.1) - Through the experimental survey, the observation information is provided earlier than previous years,* and preemptive measures for supply and demand are implemented. (Measures for supply and demand of garlics: End of April 2019 → Early March 2020) * Announced the cultivation area of garlics: (2019) March → (2020) January (The result of experimental survey are provided on the harvest more than twice a month)
(Mandatory Self-Help Fund) Groups of mandatory self-help fund for open land vegetables, such as garlics and onions, are established for the first time (July 2020), engaging entire farmhouses (November 2020) ⇨ Mandatory self-help fund groups are asked to be more systematic, and play bigger role in autonomously managing supply and demand.
2. Promotion Plan
◇ (Goal) Expand a basis for food security and settle the system for autonomous supply and demand management to minimize the risk factors of food varieties and farmhouses' economy
① Reinforce the basis of food security by securing quality farmlands and expanding self-sufficiency basis for staple crops and enhance the capacity in dealing with food crisis.
② Reinforce the system of stable voluntary supply and demand driven by producers, by providing accurate observation information, promoting self-help funds to play bigger role in managing supply and demand, and improving distribution system
(Food Security Basis) Procure farmlands to secure stable food varieties and promote the self-efficiency of staple crops
(Farmland Management) Complete farmland ledgers (~December), and change the competent authority from residential address of the owners to their farmlands` location to establish an efficient management system (2021~2022) - Strengthen the preservation and utilization of quality farmlands by institutionalizing report on farmland ledger at lease and disposal inherited farmland for use other than agricultural purpose, and heightening evaluation standards upon large-scale farmland conversion.
(Self-Sufficiency of Wheat and soybeans) Establish an infrastructure for domestic production, distribution and consumption of wheat and soybeans - Expand* exclusive production area and storage and process facility, support mainly the production area through the support of high purity certificated species, a contract cultivation, and the pur * Dedicated production areas for wheat (2020: 27 sites, 2,348 ha → 2021: 32 sites, 5,000 ha), storages (2 new facilities) Cultivation areas for soybean (2020: 44 sites → 2021: 100), General process complex for soybeans (2020: 10 sites → 2021: 14 sites) - Along with discovering buyers of large quantity of domestic wheat such as food services (January to September), check the purchase, use and inventory of soybeans reserved by the government, and crack down on* the illegal distribution to create a condition of consumption of domestic soybeans * Establish a supply and demand management system for soybeans reserved by the government (2021~2023)
(Dealing with the Risks) Expand the reserved quantity* of domestic wheat and soybeans by stage for emergency use, and operate a constant monitoring and risk warning system on the international crop prices. * Goal of quantity of reserved wheat/bean: (2021) 10 thousand tons/ 25 thousand tons → (2023) 20 thousand tons/ 25 thousand tons → (2025) 30 thousand tons/ 30 thousand tons
Participate in international discussions on food security and stable food supply, such as “Food System Summit*” (September) by the UN, and strengthen international cooperation * Discuss food security issues, such as food accessibility, sustainable food consumption, eco-friendly production, balanced distribution, and risk management
(Stable Supply & Demand System) Settle an autonomous supply and demand management system for producers based on the accurate observation information
(Advanced Observation) Improve the accuracy of experimental survey and forecast information to support the supply and demand management - By updating farmhouse information and collecting more samples, the alignment of observed samples is improved, and the utilization of drones is promoted to verify the result of experimental survey (January) - Develop a forecasting model for supply and demand, and prices through the verification of diverse models by disclosing observational data and regularly holding competitions for forcasting model (2022) * Level of interest after the disclosure of data (July 2020~January 11, 2021): 211 thousand people to access, 55 thousand cases of data download
(Reinforcement of Self-Help Fund) Institutionalize preemptive supply and demand management by voluntarily concluding agreements with groups of mandatory self-help funds for garlic and onion, etc - Depending on the reported cultivation land area (Mandatory, February), the self-help funds are contribued, and preemptive measures will be promoted such as the control over adjustment of cultivation areas once unstable supply and demand is predicted - Convert the function of self-help funds from the acceleration of promotion and consumption to the ajustment ofautonomous supply and demand of production and distribution (March)
(Improvement of Distribution System) To reorganize the roles and functions of wholesale markets in response to the change in distribution environment, prepare 「Measure to Improve Distribution Structure of Wholesale Markets」 (June)
