Hanwoo beef can be exported from Korea to Hong Kong despite lumpy skin disease from Nov. 15

The Ministry of Agriculture, Food and Rural Affairs (Minister Chung Hwang-keun, MAFRA) announced that Korea's Hanwoo beef exports from areas (city・provinces)* affected with lumpy skin disease will begin after the first infection case in Korea was reported on October 19, 2023, by closely consulting with the government of Hong Kong. * 8 city・provinces (Incheon, Gyeonggi-do, Gangwon-do, Chungcheongbuk-do, Chungcheongnam-do, Jeollabuk-do, Jeollanam-do, Gyeongsangdam-do) have been affected as of November 13
On the day that the first case of lumpy skin disease in Korea was confirmed, MAFRA rapidly provided information on the outbreak and quarantine situations to major Hanwoo importers including Hong Kong, Malaysia and Cambodia and asked for their cooperation so that Hanwoo beef can be exported smoothly.
Korea was under a ban on shipping Hanwoo beef to Hong Kong, which takes up a largest percentage (33.5 tons, 63.8%) of the total Hanwooo exports (52.6 tons) as of November 9, 2023 (Accumulated), except for Gyeongsangbuk-do and Jeju-do. However, the negotiation allowed Hanwoo beef exports from all parts of Korea.
MAFRA has continued negotiations to resume Hanwoo exports with the quarantine authority of Hong Kong and agreed to revise the quarantine requirements so that Hanwoo from city・provinces affected by the disease as of November 7 can be exported. As a result, the procedures of revising the export quarantine certificate were completed and Hanwoo exports from Korea as a whole have become possible as prior to the outbreak of the disease, from November 15 (As of export shipment day). However, the agreement will resume the export of edible meat only and continue to prevent affected city・provinces from exporting bovine organs and heads to Hong Kong and the barred items remain restricted for export for 12 months from the first confirmed day of infection.
Director General Jeong Hye-ryun of MAFRA expressed her expectations for the stimulated export by saying, "As a result of the bilateral quarantine agreement with Hong Kong, Korean Hanwoo exporters no longer need to go through the hardships of seeking new suppliers in Gyeongsangbuk-do and Jeju-do which are free from lumpy skin disease, and they can further promote export as a result."
MAFRA will go through thorough export quarantine procedures and continuously monitor import quarantine situations so that Hanwoo beef can be exported smoothly as negotiated with Hong Kong.
