SYSTEMIZATION OF PRIOR PREVENTIVE EPIDEMIC PREVENTION SYSTEM
1. Related Current Situation
(Location Criteria) Difficult to block and prevent epidemics due to many farms located at the areas of weak epidemic prevention near the habitats for migratory birds and livestock pens surrounded by farmlands
Most poultry farms are concentrated at the west coast area which is the path for the movement of migratory birds, so that they are exposed to the risk of virus entry through migratory birds. * Distribution of west coast areas (Gyeonggi, Chungcheong, Jeolla Provinces) to entire area of the country : (Chicken) 74%, (Duck) 89% ⇨ For vulnerable areas to the prevention of epidemics, review an action to limit the location of poultry farms
(Facility Standard·Compliances) Designate the risk areas of occurrence as the zone of concentrated epidemic prevention management to reinforce the facility standard, inspect and supplement the actual status of epidemic prevention, and focus on promoting ‘4-Stage Disinfection Tips*’ * ① Coat with surrounding quicklime, ② Clean and disinfect inside daily, ③ Exchange boots and sterilize hands at entering and exiting livestock pens, ④ Disinfect livestock pens daily
Confirmed cases of weak epidemic prevention* in multiple farming facilities and non-compliance of prevention rules * Vinyl houses to breed ducks occupied 76%.
Situation of the high possibility* of spread through frequent entry and exit to farms by vehicles and people * Cause of AI occurrence (Epidemiologic survey since 2014): Entry vehicles 35% > Workers in livestock pen 24 > Number of wild birds 17 ⇨ Necessary to reinforce the standard for the compliances by breeding facilities of farmhouses for the prior prevention of disease from occurrence.
(Epidemic Prevention System) During the period of risk to occur infectious disease of animals (AI·Food & Mouth Disease: October through February), promote the disinfection on polluted areas, and the inspection and supplementation of farms
The authorities of livestock industry are lack of the awareness of epidemic prevention and insufficient of the efficient management through the inspection on the actual status of epidemic prevention on farms. ⇨ Urgent improvement in the epidemic prevention system through the enhancement of responsibility by the authorities of livestock industry and the management of actual history of epidemic prevention on farms
2. Promotion Plan
◇ (Goal) Systemize the epidemic prevention system around the prior prevention avoiding a type of post counteraction
① Reinforcement of location criteria for the vulnerable areas to epidemic prevention and fundamental improvement of breeding environment
② Reinforcement of block and prevention facilities at farms to prevent the entry of pollution sources
③ Enhancement of the epidemic prevention responsibility by the authorities of livestock industry and improvement of the epidemic prevention support system
(Location Criteria) For the area of high risk of occurrence, reinforce the location criteria for livestock farms
(Location Limitation) Designate the areas with high risk of occurrence of livestock diseases as a zone for concentrated epidemic prevention management and prohibit new permit of poultry breeding business (Enforcement regulations of Livestock Act, First Half of the Year)
(Planned Location) At the establishment of a plan for the space of farming area, induce a planned location for livestock pens through the designation of an eco-friendly livestock zone (tentative name)
(Facility Standard) Apply the standard of reinforced epidemic prevention facility for each farmhouse and resolve blind spot
(Poultry) Mandatory reinforced prevention facility* for poultry farms inside the zone of concentrated AI prevention management * ① Outside ② Inside Fence, ③ Quarantine Room, ④ Front Room, ⑤ Bird Net, ⑥ Dead Body Storage, ⑦ Goods Incoming Facility - Reinforce the permit standard of breeding facility for ducks vulnerable to epidemic prevention such as vinyl house (Enforcement Regulations of Livestock Industry Act, First Half of the Year)
(Pig Farming) Phased application of the installation of 8 major epidemic prevention facilities reinforced on all nationwide pig farming * ① Outside Fence, ② Bird Net & Insect Net, ③ Dead Body Storage, ④ Inside Fence, ⑤ Waiting Area, ⑥ Quarantine Room, ⑦ Front Room, ⑧ Goods Incoming Facility
(Minimization of Blind Spot) Prepare a standard of disinfection and epidemic prevention facility for small-scale (Smaller than 50m2) farmhouses of other livestock (6 species) without any obligation of installing an disinfection and epidemic prevention facility (Livestock Disease Prevention Act, August) * Native chicken, turkey, ostrich, quail, pheasant, wild goose
(Compliances) Reinforce the compliances of epidemic prevention rules by farm, livestock facility, and vehicles
(Farm) Mandatory to conduct 4-stage disinfection on farms and install CCTV inside the front room, and confirm the compliance of epidemic prevention rules at the entry and exit of livestock pens
(Facility·Vehicles) Prepare an epidemic prevention standard for livestock facility such as slaughterhouse and affiliated vehicle (First half of the year)
(Period of Special Epidemic Prevention Countermeasure) Mandatory disinfection before entering and exiting farm and facility by livestock vehicles, prohibition of the semi-farming of poultry, distribution of live chicken and duck at traditional markets, and visitation of farm once a day by transportation vehicle for eggs
(Improvement of Epidemic Prevention System) Strengthen an effort of voluntary epidemic prevention by the authorities of livestock industry, and improve the epidemic prevention and support system for farms
(Disease Control Grade System) Improve the evaluation standard and method of epidemic prevention level, location and surrounding condition (August), and review the application of penalty and incentives for each grade
(Affiliation Business Operator) Limit the contract with farms of insufficient facility standard, and impose penalty on the affiliation business operator who has made a contract with a farm of insufficient facility standard - Among non-affiliated poultry farms, proceed the breeding limitation until the supplementation by a farm of insufficient major epidemic prevention facility and disinfection facility
(Breeding Management Business) Newly install a breeding management business* in order to enhance the level of epidemic prevention by a farm where it is difficult to manage self epidemic prevention while raising the professional competency of private sector * Cleaning and disinfection of farms, management of livestock feeding, management of animal disease, loading & unloading of poultry, and vaccine inoculation
(Integrated Management of Farmhouse Information) Convert nationwide information of livestock farmhouses to data base (DB) and reinforce the management of epidemic prevention history and grade of farmhouses (July) * Implement the annual inspection on facility and management of farmhouses and convert its result to data base, and utilize it for the disease control grade system
3. Expected Effect
Contribute to the prevention of livestock disease through the improvement of the epidemic prevention and support system, the enhancement of the competency of self epidemic prevention by farms, and the improvement of epidemic prevention facilities of farms in risk areas
Minimize the social cost by the proceeding of epidemic prevention action and livestock destruction
