◈ Partly amended Animal Protection Act, which was revised on February 11, 2020, along with its enforcement ordinances and regulations will go into effect on February 12, 2021.
□ Heavier punishment for animal abuse
ㅇ killing an animal by using any cruel methods shall be subject to “imprisonment for not more than three years or by a find not exceeding 30 million won” instead of “imprisonment for not more than two years or by a find not exceeding 20 million won.”
□ Mandatory registration for dangerous dog liability insurance by the owners
ㅇ The existing owners of dangerous dogs should join the liability insurance by February 12, and new owners, on the day of ownership. Failure to do so will lead to administrative fine not exceeding 3 million won.
□ Stricter management of animals subject to registration
ㅇ When an animal selling business sells animals subject to registration, it should register the animal under the name of the buyer. If owners or keepers go out with animals subject to registration, a leash should not exceed 2 meters.
□ More stringent ethics of animal testing
ㅇ Exception to the prohibition of minors’ animal dissection practice in schools, etc.
ㅇ Addition of animals prohibited from animal testing and strengthening exceptions of animal testing prohibition.
* Police dogs used for search and detection by the Ministry of Land, Infrastructure and Transport and Korea Coast Guard
ㅇ A member who does not have conflicting interest with the animal testing institution should attend the meeting to deliberate and assess animal testing plan, strengthening transparency and objectivity.
