□ MAFRA devised the “Domestic Wheat Industry Promotion Implementation Plan” as detailed action plan to enhance domestic wheat self-sufficiency rate.
➊ (Expansion of wheat production complexes) Easing the entry barrier of production complexes (the number of participating farmers: 15 or more → 5 or more), expanding the scope of administrative district for production complexes (cities, counties and districts → metropolitan cities) * The number of wheat production complexes: (‘20) 27 → (‘21) 39 → (‘22) 51 → (‘23) 73
➋ (Public-private cooperation for stable supply and demand of domestic wheat) Introducing a mandatory self-help group, organizing a ‘wheat producing area council’ by region * Organizing a ‘wheat producing area council’ in local governments and implementing activities for stable supply and demand and consumption promotion by region
➌ (Expanding and improving public stockpiling) Expanding the volume of public stockpiling to secure a stable market for farms and ensure convenience, expanding direct purchase and introducing ‘pre-arrangement’ * Wheat stockpiling plan (unit: ton): (‘20) 853 →(‘21) 8,401 →(‘22) 16,561 →(‘23) 20,000 * Pre-arrangement for the next year’s government stockpile before seed sowing (July~August) secures a market for farms and enhances management stability.
➍ (Improving quality management) Prepare and implement ‘Quality Management Standards’ considering process suitability of domestic wheat * Applying the drafted quality control standards on a pilot basis to the government stockpile wheat purchased this year and finalizing the standards after collecting experts’ opinions by the end of this year
➎ (Promoting consumption) Providing milling companies with support for processing cost to expand domestic wheat consumption, supplying stockpiled wheat to the companies using domestic wheat, promoting ‘Korean Wheat Day’ to support school·group meals using domestic wheat * Support for milling·purchasing: 2 billion won (5,000 tons), ‘Korean Wheat Day’ operation (100 million won)
➏ (Research and development) Developing and offering the optimal cultivation system for increased income of wheat producing farms * Research of farmers’ incomes in case of double-cropping of wheat (2022, RDA): (Wheat∙bean). 1,183,000 won/10a > (Wheat∙rice) 894
