The government extends foreign seasonal workers’ duration of stay to meet demand of farming and fishing villages

The Ministry of Justice (MOJ) and Ministry of Agriculture, Food and Rural Affairs (MAFRA) announced a plan to improve foreign seasonal worker system on May 30 (Tuesday) at the Government Complex Seoul.
MOJ has been putting foreign seasonal worker system in place since 2015 to resolve chronic manpower shortage in farming and fishing during sowing and harvesting seasons.
The system has been facilitating legal employment of foreign manpower in rural and fishing villages and solving seasonal labor shortage in farming and fishing. However, the field and local governments have expressed that the period of stay (5 months) is relatively short.
According to the suggestion of MAFRA, the Justice Ministry decided to extend seasonal workers’ duration of stay by up to 3 months at a time, allowing their employment up to 8 months.
MOJ plans to revise the law as swiftly as possible and to apply it retroactively through supplementary provisions to the seasonal workers who have been already staying in the country.
In addition, the Ministry of Justice allocated additional 12,869 workers to 107 local governments on May 24, on top of the seasonal workers for the first half of the year assigned last year (26,788 workers, 124 local governments), and this is expected to relieve labor shortages in rural areas.
As the number of seasonal workers increases, MOJ and MAFRA agreed to make further efforts to prevent foreign workers from leaving their workplaces illegally and to provide more support for adaptation.
MOJ will establish an information system for effective management of seasonal workers by sharing and utilizing information, while also offering policy support so that foreign seasonal workers can improve their skills.
MAFRA will expand public seasonal work projects for sufficient supply of labor force in rural areas. At the same time, the Ministry will improve the living environment for seasonal workers for their legal and stable stay.
MOJ and MAFRA will closely cooperate to ensure swift implementation and settlement of the plan to improve foreign seasonal worker system announced today.
