(Purpose) To provide closure support fund for items which are considered difficult to continue to cultivate and grow since the enforcement of FTA
(Criteria) Items which are targets of the direct Payment for Damage and considered to meet the requirements below
① High investment cost, difficulty in recovering investment cost in case of business closure
② 2 years or longer period for cultivation, breeding and farming and difficulty in getting revenues in a short period of time
③ Others considered required
(Payment Condition) In case of demolishment or disposal of business sites, land, standing trees, fishing vessels, fishing gear, facilities, etc. that have been used for production before the effective date of the FTA;
Cases under the subparagraphs of Paragraph 1, Article 7 of the Enforcement Rules shall not be applicable.
① Target item has not been produced for 1 year or longer directly prior to the notification of items
② Demolishment and disposal have been done for the purposes other than agricultural and fisheries industries such as construction or building roads
③ Compensation has been confirmed by the Minister of Agriculture, Food and Rural Affairs and other Acts
(Eligibility) Pay for closure support if meeting all the requirements as below
① A person who continues to cultivate and grow items selected as items subject to Closure Support after the item is selected as a target
② Registered as an agricultural business according to 「Act on Fostering and Supporting Agricultural and Fisheries Business Entities」
③ A person who has legitimate ownership of business, land, or timber which was applied Closure Support before the effective date of the FTA
④ The size of cultivation area growing the target item is 1,000㎡ or greater.
* There were no target items in 2017 as any item hasn’t met the requirements for Closure Support

Next Steps
Implement Closure Support until 2021 according to Article 11 of the Special Act on Assistance to Farmers, Fishers, etc. Following the Conclusion of Free Trade Agreements
Enhance follow-up management for closed farms and support farms which changed items by providing information to farmers of target items in advance and promoting the policy
