Project Target
- Individual Treatment Facilities: Farms and producer groups growing Article 2 of the Animal Excretion Act, Agricultural corporations (farming corporations, agricultural corporations) according to Article 2 of the Act on Fostering and Supporting Agricultural and Fisheries Business Entities, livestock systematization business entities and agricultural technology centers, corporations in the village of lepers (farming corporations, etc.), livestock farms, Hanbit Welfare Association, and local governments
- Liquefied Fertilizer Reservoir: Professional entities distributing liquefied fertilizer, livestock farms, and agricultural business entities (agricultural business entities under agreement of liquefied fertilizer supply over 3 years with liquefied fertilizer distribution center)
- Professional Distribution Entities of Solid and Liquefied Fertilizer: Entities designated as professional distribution entities of solid and liquefied fertilizer
- Solid and Liquefied Fertilizer Quality Support (liquefied fertilizer analyzer, decomposition gauge and portable harmful gas gauge): City and county agricultural technology centers and joint recycling and liquefied fertilizer distribution centers
- ICT equipment to assess odor: farms and facilities joining the livestock odor improvement project, livestock farms and facilities in areas vulnerable to livestock odor
- Joint Recycling Facilities: Producer groups according to Article 2 of the Animal Excretion Act, agricultural corporations (farming corporations and agricultural corporations) according to Article 2 of the Act on Fostering and Supporting Agricultural and Fisheries Business Entities, Korea Rural Community Corporation and private companies (corporations according to Commercial Law), professional distribution entity of compost (only subject to town compost recycling project)
- Solid and liquefied fertilizer spraying cost: Solid fertilizer (solid fertilizer distribution centers) liquefied fertilizer (liquefied fertilizer distribution centers)
Project Contents
- Individual Facilities: To support composting facilities (drying, ventilation and mixing types, etc.), liquefying facilities (including liquid fertilization cycle system), compost depots, drying sites, livestock excretion drainage in milking cow playing fields, liquefied fertilizer preconditioning facilities, and solid-liquid separator linked to livestock excretion joint treatment sites, sewage disposal facilities, supplementary machine and equipment (loader, fermentation machine and equipment of livestock manure, solid-liquid separator, etc.) facilities producing and supplying microorganism culture to reduce odor, facilities and equipment necessary for reducing odor
- Liquefied Fertilizer Reservoir: To support purchasing cost and repairing and improving costs for fixed or portable liquefied fertilizer reservoirs (specifications are autonomously selected by farms) and aeration facilities (pump type mixing facilities, etc.), and electronic power gauges (meters)
- Professional Distribution Organization for Liquefied Fertilizer: To support purchasing cost necessary to collect, transport and spray liquefied fertilizer such as vacuum vehicles, liquefied fertilizer spraying vehicles (including tractors), liquefied fertilizer sprayers, and arm roll boxes
- Component Analyzer: To support purchasing cost of solid and liquefied fertilizer component analyzer to produce and manage high quality solid and liquefied fertilizer made from livestock excretion
- Decomposition Gauge: To st purchasing cost of solid and liquefied fertilizer decomposition gauge to produce and manage high quality solid and liquefied fertilizer made from livestock excretion
- Harmful Gas Gauge: To support purchasing cost of portable harmful gas gauge to prevent negligence accident caused by harmful gas (hydrogen sulfide, and carbon dioxide, etc.) in breeding facilities and excretion treatment facilities
- Joint Recycling: To support facilities and devices for processing livestock excretion of over 70 tons per day by recycling livestock excretion into solid fertilizer, liquefied fertilizer and energy
- ICT machinery and equipment to assess odor: To support livestock odor sensors and meteorological devices
- Liquefied Fertilizer Spraying Cost: To support spraying cost depending on the solid and liquefied fertilizer spraying area by issuing the fertilization prescription including component analysis and decomposition measurement of solid and liquefied fertilizer
- Improvement of Livestock Environment: To operate livestock environmental consultative group, evaluate recycling group, educate and promote livestock excretion treatment supportive project, and provide educational and promotional costs for use of solid and liquefied fertilizer cost
- Revitalize Natural Circulation Farming: To support natural cycling farming revitalizing fund and educational and promotional costs to recycle and return livestock excretion to soil and securing stable sales channels for products

Implementation Procedures
- Project application stage → Business selection stage → Revise Project Plan → Confirm project → Implement project → Fund allocation stage → Calculation and post-management stage → Project evaluation and feedback stage
Other Matters
- For joint recycling project, the applicant may apply for the project only after including the results of consulting with agencies specialized in livestock environment in application document since 2021
- Targets of livestock excretion treatment support project (build clean livestock farms) shall be instructed and recommended to be designated or certified as eco-friendly livestock farms or HACCP-certified farms listed in the preferential selection criteria of project target within 1 year of completing the project
- Project supports are restricted on non-permit livestock farms (Provided, farms which submitted implementation plan to get permit can apply on condition of the completion of implementation)
- Project supervision agency should guide subject entities that only an entity which received approval from ‘livestock excretion treatment support project and related technology assessment’ or that of an agency certified with animal compost (new technology certification, etc.) can make a contract (from 2022, for animal odor ICT machinery and equipment project, from 2021)
- Targets of livestock excretion treatment support project should comply with solid and liquid fertilization decay criteria (Liquid and solid fertilization decay criteria have been extended to all farms since March 25, 2019, and March 25, 2020, respectively)
- New targets of Joint Recycling Project in 2021 and targets of Biogas-related Project should form and operate a consultative body of residents of nearby cities and guns, implement procedures to get approval from residents, and apply for a candidate entity by having a town hall meeting, etc.
- Allocate and implement 2022 budget based on the actually implemented amount of 2020 (For a local government with less than 70% of actual implementation of 2020 budget and unused budget two years ago can see its budget limitedly allocated for 2022 livestock excretion treatment support project
- A liquefied fertilizer distribution center with joint recycling facilities and liquefied fertilizer reservoir should build walls (fences) to control the entrance of people, vehicles and animals and structures so that one can enter only through the entrance after being disinfected.
- Incentive fund to support liquefied fertilizer distribution centers with good practices after inspecting recycling organizations will be provided up to 2021. They will get additional points when selecting repairing and upgrading entities from 2022.
