To nurture female farmers to be agricultural business professionals* with a growing role and importance in farming and fishing villages by promoting gender equality, protecting motherhood of female farmers and improving the quality of life. *Women accounted for 51% of the farm population and 52.5% of the full-time agricultural workers in 2019
To foster balanced households in rural areas and develop the rural community and the agricultural sector by protecting the interests of female farmers and improving the quality of life.
To establish a 5-year basic plan to grow farming women in accordance with the Support of Female Farmers and Fishermen Act (enacted in January 2012) upon which an annual action plan is built and implemented.
Outcome
(The 1st plan from 2001 to 2005) implemented 8 tasks in four sectors with the aim to 「Foster balanced households in rural areas and develop the rural community and the agricultural sector by growing professional female farmers, elevating their social status, and improving the quality of life」
(The 2nd plan from 2006 to 2010) implemented 23 tasks in four sectors with the vision of 「Ensure sustainable agriculture and farming villages where all genders have shared responsibilities and achievements」
(The 3rd plan from 2011 to 2015) implemented 17 tasks in five sectors with the vision of 「Grow farming women equipped with creativity, professional expertise and leadership, and improve the quality of life with tailored support throughout their lifecycle」
(The 4 th plan from 2016 to 2020) implemented 15 tasks including engaging female farmers in policy making and 5 strategies such as realizing gender equality in the rural community and the agricultural sector with the vision of 「Realize gender equality to ensure a happier life and work for female agricultural workers」
(The 5th plan from 2021 to 2025) implemented 16 tasks in four sectors with the vision of 「Realize gender equality to ensure a happier life, work and shelter for female agricultural workers」

A. Promote gender equality in rural villages and agriculture
Enhance the recognition of gender equality and promote it in rural villages and agriculture by strengthening education for equal rights and signing the Family Management Convention at farms
Strengthen the representation of women farmers in policy making by engaging them in the government councils and sending more women to the top management in Nonghyup
Build substantial policies for gender equality by evaluating gender factors, producing statistics by gender and introducing gender-equality index
Reinforce the rules and regulations of local authorities, monitor the effectiveness of initiatives and enhance cooperation among relevant government bodies and strengthen policy implementation
B. Reinforce occupational and social capabilities
Revise education courses and strengthen cooperation among educational organizations.
Create more jobs for women by developing social and economic entities led by female agricultural workers
Support women farmers to start up or manage a business by providing small-scale processing facilities
Expand participation of female farmers in developing the local communities such as identifying development items
C. Ensure welfare, culture and services for female farmers with a healthier and safer life
Make a work-life balance for female farmers through support for childbirth, childcare and farming
Reduce labor by providing farming assistance, agricultural machinery, and equipment
Reduce labor by providing on-site healthcare and agricultural equipment
Promote cultural and leisure activities through cultural programs and voucher cards
D. Revitalize the local agricultural community and grow the next generation
Support women to settle in farming villages and operate training and experience programs to nurture young female farmers

Support female immigrants through international marriage to improve their vocational skills and participate in social and economic activities
Identify community activities that can be enjoyed across generations and support female foreign agricultural workers
